The Programme

Abt Associates is currently seeking qualified Nepali professionals for the UK Department for International Development (DFID) Nepal Health Sector Programme 3 (NHSP3), Monitoring, Evaluation and Operational Research (MEOR) project. The MEOR project will enable DFID Nepal to continuously improve and adapt its programme to ensure that the NHSP3 and NFPP (Nepal Family Planning Project) intended outcomes and impact are achieved. The overarching objective of DFID’s NHSP3 programme is to improve the health of all people with special focus on women, children, the poor and socially excluded in Nepal, including by restoring health services in areas affected by the 2015 earthquake, and improving the quality and governance of health services nationwide.

  • Position Title: Finance & Administration Manager 
  • Location: Kathmandu, Nepal 
  • Reporting To: Team Leader 
  • Level: 5 

The Role

The Finance & Administration Manager is responsible for project accounting, financial management and reporting, procurement, and general administrative support for the program. This role will work in partnership with the Team Leader to ensure that the project team has the administrative and financial support required to deliver on the Terms of Reference (ToR) and approved workplans.

Specific Duties:

Finance & Accounting 

  • • Ensure that project budget projections, expenditure, tracking and reporting are in accordance with DFID and project requirements, procedures, and practices for compliance and audits; and 
  • • Create and maintain book of accounts and generate financial reports necessary to submit to concerned authorities; and
  • • Monitor financial status. Compliance 
  • • Ensure compliance with DFID and Abt Associates policies, regulations and procedures governing the project contract; and 
  • • Ensure that financial and accounting systems comply to the laws of Nepal. Operations Support 
  • • Provide ongoing financial administration to project including approvals of purchase requisitions, consultant agreements, vendor invoices, and client invoices; and 
  • • Oversee procurement including selection and negotiation with vendors, and management of subcontractors on the project in  compliance with DFID and Abt Associates procurement regulations. General Project Management • In collaboration with the Team Leader, coordinate with Abt’s home office-based project management team to assure that all managerial and administrative matters are communicated, and actions comply with the provisions of the contract and with DFID; 
  • • Liaison with Abt’s home office Finance and Contracts Analyst and Programme Support Officer on all operational and financial issues; and 
  • • Undertake day-to-day administrative activities and supervise office support staff. Human Resources Management • Conduct Human Resources Activities like vacancy advertising, interviewing, hiring, conducting performance appraisal, employee development & grooming, etc; 
  • • Reporting to Abt’s HR team in Brisbane;
  • • Payroll Management. Other Duties 
  • • Identifying, monitoring, analysing and formulating safeguard against the foreseeable risks and updating Risk Register accordingly; 
  • • Facilitate in conducting audit and reviews; 
  • • Supported programme team on preparation of the Deliverables as per work plan, submission of deliverables to DFID, tracking of the due deliverables, reconciliation of the payment received, invoicing to DFID and payment tracking and follow up

Key Requirements:

  • • Master’s degree or higher in Finance and accounting; Qualified CA/ACCA is preferred;
  • • Minimum Five years of working experience in finance and administration with development programmes or other similar organizations; 
  • • IT proficiency, including data visualization and communication tools; 
  • • Excellent ability to work in teams is required; 
  • • Capability to get engaged in more than one activities is desirable; 
  • • Excellent writing and editing skills (both in English and Nepali) required; 
  • • Excellent skill in verbal presentation in required; 
  • • Nepalese national.
